General Position Summary:
Maintains and enhances the Company's Human Resources by planning, implementing, and evaluating employee relations and Human Resources policies, programs, and practices. Manages Worker's Compensation Program and the Company's employee insurance plans.

Primary Functions/Major Responsibilities:
" Directs all personnel functions for the company and ensures compliance with federal and state employment laws, includes immigration, child labor issues, and child support enforcement.

" Develops and implements personnel policies and procedures within guidelines established by Executive Management. Reviews Employee Handbook and all personnel and safety policies annually. Prepares and coordinates revisions as required or needed.

" Advises and assists managers/supervisors regarding resolution of employee issues, application of Company policies, or compliance with legal requirements.

" Investigates and reports findings regarding harassment or discrimination or other employee complaints.

" Provides recruitment services by placing ads and participating in the selection process.

" Coordinates functions with legal services. Represents the Company at Department of Labor, Oregon Employment Department, and Worker's Compensation hearings or mediations.

" Serves as HIPAA Privacy Officer. Develops and organizes the HIPAA Privacy program. Ensures compliance with HIPAA Privacy regulations.

" Coordinates safety concerns with OSHA. Prepares and maintains OSHA 300 logs for all farms. Prepares year-end reports and distributes to farms and management.

" Responsible for coordinating required employee trainings; i.E., OSHA, manager and supervisor, and CPR and First Aid.

" Reviews work-related injury claims before submitting to Worker's Compensation insurance carrier. Analyzes injuries and tracks employees' claims. Negotiates with adjusters, investigators, and attorneys regarding claim settlements.

" Oversees the Modified Duty Program. Works with farm managers to return injured workers to modified duty. Reviews modified job offers prepared by farm assistants before sending to employee's doctor for approval of modified duty.

" Administers EAIP program (reimbursement from Worker's Compensation carrier) for employees on modified duty and submits reimbursement wage requests to insurance carrier for employees who have been released from modified duty to regular duty.

" Administers employee benefits programs and ensures compliance with notification requirements.

" Enrolls and terminates employees from insurance benefit plans. Initiates and maintains enrollment information in HR computer benefits program. Sets employees' payroll deductions for insurance benefits.

" Reviews and approves all correspondence from Third Party Administrator to employees. Reviews and updates Summary Plan Description. Initiates Plan Document changes.

" Prepares benefit reports for renewal. Submits census reports to insurance broker to support bids from insurance companies. Prepares reports as required. Attends renewal meetings and discussions.

" Coordinates annual 5500 Report tax filing information submission to insurance broker.

" Complies with annual EEO and CMS (Medicare) reporting requirements.

" Approves and completes monthly billing statements for insurance carriers. Submits invoices to Accounts Payable for payment.

Marginal Functions:
" Prepares various reports for taxes, wages, employee bonuses, budgets, and benefits.

" Counsels employees regarding Explanation of Benefits and coverages. Corresponds with insurance carriers regarding claim issues and questions. Assists with correction of improper payment by carrier on employees' behalf.

" Attends and participates in committee and management meetings.

" Organizes and conducts Management Assistants' meetings.

" Performs background checks on potential new staff hires.

" Coordinates employee leave of absence programs.

" Responsible for new employee orientation information.

" Requests verification of valid drivers' licenses from Department of Transportation for employees approved to drive company vehicles and conducts re-checks every two years.

" Assists in the selection of interns. Oversees their needs and housing once they arrive and while they are employed by the Company.

" Coordinates preparations for employee events, i.E., annual company picnic, birthdays, farewell celebrations, and employment recognition.

Supervisory Responsibility:
Position has full supervisory responsibility for People and Culture Manager. Provides daily work direction, conducts performance evaluations, approves absences or overtime, and recommends personnel transactions including hiring, training, discipline, and job changes. Oversees Management Assistants' responsibilities.

Specific Job Skills:
Requires solid knowledge of federal and state employment laws. Must have strong ability to analyze and solve problems. Requires extensive computer work with knowledge of personal computer, standard office software programs, including Word and Excel, and standard office equipment. Requires ability to prioritize and organize responsibilities. Requires ability to read, write, speak, and understand English at level necessary to successfully perform assigned responsibilities. Bilingual in English and Spanish a plus. Must have valid and insurable driver's license.

Mental and Physical Requirements:
Constantly requires decision-making, interpersonal skills, teamwork, creativity, customer service, and independent judgment or action. The need to talk, sit, grasp, feel, hear, reach, handle, and use repetitive motions of hands/wrists is continuous. Frequently requires standing, walking, and bending. Must have ability to regularly lift or carry up to 20 pounds.

Education and/or Experience:
Bachelor's Degree in Business Administration, Human Resources, or related field or an equivalent combination of education and experience is required. SHRM-CP or SHRM-SCP preferred.

Job Conditions:
Workweek is Monday through Friday, 7:30 A.M. - 4:00 P.M. May occasionally require extended work hours to complete assignments during peak periods. Evening meetings, on-call status, evening, and out-of-town travel occur on a regular basis. Majority of work is inside with no exposure to weather conditions; however, position does require meeting with managers, supervisors, and employees at each farm location in all weather conditions.
